The Challenge
Sheboygan County faced a growing workforce gap, with thousands of open positions across local industries. The Chamber needed a way to attract new residents and entry-level talent while shifting perception of the region from simply a place of employment into a community people would want to call home.
The campaign also needed to generate measurable applicants, strengthen employer engagement, and support candidates relocating to the area with meaningful resources and connections.
The Approach
FifthColor developed the Make Your Mark campaign as a lifestyle-driven workforce initiative that connected career opportunity with community belonging. Creative storytelling highlighted the quality of life in Sheboygan County while targeted advertising reached relocation-ready audiences across the Midwest.
The strategy combined paid social, LinkedIn recruiting ads, display and programmatic video, airport advertising, and employer engagement tools. Each element worked together to build awareness, generate applicants, and strengthen connections between employers, candidates, and the Chamber.
Results to Date
731 total applicants, exceeding the original goal of 200 by more than 265%
164 applicants generated through digital campaigns across Meta, LinkedIn, display, and video
LinkedIn produced the most applicants, generating 44 submissions
Meta delivered strong engagement, achieving click-through rates between 1.14% and 1.29%
Programmatic video achieved a 93.28% completion rate, indicating strong message resonance

Through the collective efforts of the Chamber and its partners, more than 100 candidates have received relocation support over the past two years, helping new residents navigate the transition to living and working in Sheboygan County.
